FBI arrests Milwaukee judge, alleging she interfered in immigration operation

Washington, D.C. — The FBI has arrested Milwaukee County Circuit Court Judge Hannah Dugan, accusing her of obstructing federal authorities attempting to detain an undocumented immigrant. Dugan allegedly facilitated the escape of the immigrant, Eduardo Flores-Ruiz, by escorting him and his attorney through a nonpublic jury door during a court hearing on April 18. Flores-Ruiz, who had been deported in 2013, was wanted by U.S. Immigration and Customs Enforcement (ICE).

This arrest marks a sharp escalation in the Trump administration’s crackdown on immigration, which has included increasing tensions with local and state authorities over enforcement policies. Attorney General Pam Bondi voiced strong criticism, calling Dugan’s actions “deranged” and “beyond belief.” The arrest also ties into broader ongoing battles between the federal government and the judiciary, with federal officials decrying what they view as judicial obstruction to immigration enforcement.

Dugan, who was arrested by the FBI outside the Milwaukee County Courthouse, faces charges including obstructing a federal agency’s proceedings and concealing an individual to prevent their discovery and arrest. She has hired former U.S. Attorney Steven Biskupic to represent her and intends to vigorously defend herself. A court hearing is scheduled for May 15.

The incident unfolded during a domestic violence case involving Flores-Ruiz. ICE agents, who had determined he was subject to deportation, attempted to arrest him in the courthouse. Dugan allegedly confronted ICE officers, demanding that they produce a judicial warrant despite their presenting an administrative one. She then escorted the immigrant through a nonpublic area to prevent his capture, triggering a foot chase when the ICE agents pursued him.

Dugan’s actions have drawn significant attention, especially given the Trump administration’s broader efforts to challenge judges perceived as impeding immigration policies. The arrest was widely discussed, with Bondi using it as an example to criticize judges’ perceived disregard for the law. Federal officials also echoed these sentiments, accusing judges like Dugan of obstructing efforts to secure the nation’s borders.

Meanwhile, Flores-Ruiz’s former roommates, who had been involved in a violent dispute with him in March, expressed hope that he would face justice, though they did not clearly state their position on his deportation. The incident highlights the complex intersection of judicial authority, immigration enforcement, and local political tensions.
