Carl F. Alameda, former assistant city manager for the City of La Cañada Flintridge, faces 34 felony charges, including 11 for embezzlement and 23 for insurance fraud. According to the Los Angeles County District Attorney, Alameda allegedly stole $193,086 by routing insurance claim checks intended for the city to his bank account. The alleged plan lasted from 2016 to 2022 and entailed sending false claims on city letterhead to insurance companies for reimbursement for automobile accidents and property damage.
The city uncovered the discrepancies in May 2022, when odd checks began to arrive at the Los Angeles County Public Works Office. This prompted a joint inquiry between the city and the Los Angeles County Sheriff’s Department. Alameda’s work with La Cañada Flintridge ended in April 2023, after being placed on leave. He was later hired by the City of Ojai, and he is currently on paid administrative leave as a precaution while the city performs its own internal audit.
La Cañada Flintridge officials have improved internal financial controls and conducted third-party audits to prevent future concerns. While just a percentage of the diverted cash was owing to the city, officials acknowledged that they will pursue restitution through the legal system.
This case emphasizes the significance of diligent scrutiny in municipal claims management, especially when it comes to third-party insurance payouts. Alameda has pleaded not guilty, and the Public Integrity Division of the District Attorney’s Office is continuing to investigate the case.
